INVITATION: RCYC invites all eligible boats to participate in the modified Harry Brault Memorial Long-Distance Race to be held on the Columbia River
DESCRIPTION: This race will consist of a long race on Both Saturday, and a second long race on Sunday. This is a qualifier for the OSCA Participation and Performance Trophy.
ELEGIBILITY AND INSTRUCTIONS: The race will be governed by the Racing Rules of Sailing and OCSA GSI's. The race is open to all boats sailing in One-Design, Cruising, Level, ORC or PHRF class. All entrants shall comply with the rules governing their class. To compete for the overall ranking, a current ORC or PHRF-NW rating is required.
DATES AND TIMES: September 13th and 14th. Saturday: Wind-finder start. A warning signal will be at 1200 hours. Sunday: A skipper's meeting will be held to determine start specifics at 0830 at the committee boat. It is anticipated that Sunday’s warning signal for all classes will be at 1000 unless otherwise determined at the skipper's meeting.
REGISTRATION: Eligible boats shall enter and pay online at Regatta Network here: RCYC Long Distance Race Registration before the registration dead line of 1900 hours local time, Thursday, two days before the race. No late registrations will be accepted.
FEES: The entry fee is $35 for all competitors who are not members of RCYC and $10 for RCYC members. All entrants must be a current OCSA member to enter this race.
CLASS DIVISIONS: Class breaks will be posted on the official notice board at http://www.sailpdx.org, not later than 2200 hours the day before the race.
WIND-FINDER START: A "Wind-finder start" will be used for both Saturday and Sunday. Racers times will be recorded based on the start established by the normal sequence.
A wind-finder start allows Race Committee to start the race at the noticed starting line or shorten the course by moving the starting line forward along the course. The wind-finder start will begin at the time indicated in the notice of race and accompanied by 5-short horn blasts. If there is sufficient wind, a normal start sequence will follow. If there is not sufficient wind, the wind-finder portion of the start will begin as follows:
If Race Committee determines there is not sufficient wind to start the race at the noticed starting line, Race Committee will fly the Come Within Hail Flag and the Postpone Flag to indicate that the starting line is moving. RC will then lead the fleet along the noticed course and establish a new starting line between RC and an acceptable Day Mark. To indicate the new starting line, once selected, Race Committee will lower the Postpone Flag prior to providing the first warning (6 minutes). All other flags will follow the standard sequence.
COURES: There will be one start for all classes on Saturday. This start will be a wind-finder start. There will be one start for all classes on Sunday. This start will be a wind-finder start. All classes will race on both days unless otherwise determined at the Skipper's meeting on Sunday morning. The legs of the race may be shortened at any navigation mark or temporary mark at the discretion of the Race Committee. Saturday: Wind-finder start between the Race Committee and DM “39”, leave the Red/Green Buoy downriver from Sand Island to port, and finish between the Race Committee stationed at the Sand Island Public Docks and a temporary orange mark. Sunday: Wind-finder start between the Race Committee and DM “2”, leave the “Red/Green” Buoy to STARBOARD, and finish between the Race Committee and DM “39”.
Changes to this approach will be posted on www.sailpdx.org, not later than 2200 hours the day before the race.
TIME LIMIT: The Race Committee will attempt to finish all boats within six hours of the wind-finder warning signal, however, any boat not finishing within eight hours for each leg will be scored TLE.
SCORING: The total elapsed time for the legs sailed will determine the finishing order. PHRF classes will be scored using time on time. All boats with valid PHRF certificates in addition to individual classes will be scored in the PHRF Overall Class.

END OF NOTICE OF RACE: SOCIAL: An after race social (beer and pop) will take place on the Sand Island docks as boats are finishing on Saturday.
